What

Creation of Local Resource Centres (LRC) for Women

They can be found in more then 120 locations throughout Sweden within a large network organisation. The NUTEK, the Swedish National Board for industrial and technical development and the National Rural Area Development Agency are jointly responsible for the "National Resource Centre for Women" NRC, situated in the premises of NUTEK, supports the activities of the regional and local Resource Centres. Their roots can be found in the regional's women, the county administrative boards and the Municipalities

How much

The Resource Centres in Sweden are mainly financed by regional and local authorities and by different EC initiatives. As for the basic model of Centre, the costs are limited to the payment of the responsible, the cost of a P.C., and a subscription to Internet.The premises could be given by the Body. Other costs, proportined to the typology of the intervention, could depend on the offer of further services. Ways of financing could be: the Region, by the insertion within Territorial Pacts, by the European Union.

How

The Municipality wanting to create a Local Resource Centre has to develop a project for a structure formed by one person in charge of it, and at least one P.C., networked with the other centres. Each centre offers services proportioned to the quality and quantity of the territory needs . As an example, an intervention aiming to motivate women through the exchange of experiences and knowledge both face to face and through the Network. This at last gives way to a greater circulation of information, a better co-ordination (mostly in the inner areas, those which are far from the most common lines of communication). Moreover, study visits, expositions, seminars, courses for women can be implemented. The most important thing is that the centre should contact and co-operate with the Municipality, Universities, Schools, training centres, confederations an dtrade Unions. In order to create a Network, agreements can be made either with other Municipalities or with the Province.

Why

Towards the end of the 80's, a group of women became actively involved in local development and women's issues within a rural campaign called "All Sweden shall live".These women's initiatives gave raise to a network, which sought to introduce women's perspective on regional policy. The National Rural Area Development Agency supplemented the work by highlighting women role in regional development in a special "women's programme" and in the 1994 regional policy Bill. This Agency secured a hearing for its proposal to set up a National Resource Centre. The County Administrative Boards are responsible for stimulating the creation of regional and local resource centres.

Results

An opportunity given to women, mostly those living in an isolated territorial area, in order to have contact with one another, and to improve their mutal knowledge. An acknowledgement, by women, of the importance of their active participation in the social, economical, political life of their territory..A greater utilisation, by women, of the resources of the society Application of gender perspective within regional development planning, ensuring that the aquisition of knowledge is based on gender perspective. Cooperation between various players in the society in the integration of gender perspective. Creation of opportunities for women to contribute with new aspects and experiences under their own terms and conditions.
