Project Trampolin/Reda
What
Project Trampolin/Reda was promoted from 1997 until 2000 by the Commission
of Equality and for the Rights of Women (EU Initiative "Employment-Now").
It aimed to decentralize the politics for Equal Opportunity to local authorities
in all Portugal witch strategies to develop gender mainstreaming. This
project is also to create a structure of advice for E.O..
How
much
The project has been supported by the European Fund (FSE and FEDER - 75%)and
by the National Commission for Equality and Rights for Women - CIDM (25%).
The FEDER has financed 10 computers connected to the internet and 10 printer,
with the objective to facilitate the constitution of a national network
of equality advisors.
How
The project was developed in different stages:
Sensitisation seminars of autonomous regions, from Madera to the Azores.
Sensitisation of 85 local authorities "Autarchies"to:
The importance of gender mainstreaming to all policies and actions, in
particular appointing an advisor for equality at a communal level.
The importance of involving women in the regional and local development.
The political responses, both regionally and locally, to the situation
and of women needs.
Potential advantages of gender mainstreaming, focused on the feminine
component in service provided to the community.
The establishment
of the protocols of collaboration in the area of Equal Opportunities between
the CIDM and 20 local authorities and 2 autonomous regions.
The definition of professional profiles and of expertise necessary for
the profile of operators "Information space for women" "Equality
advisor".
The creation of a training methodology, consisting of instruments and
educational material, addressed to all workers/operators of the local
authorities, in order to support and practice the new equality structure.
4 week training programme for workers/Operators of local authorities ready
to create A "Structure for Equality".
The creation of a national network of workers which can be integrated
with a European network of the same vocation by means of a network of
a further 5 countries other than Portugal (Italy, France, Spain, Austria,
Greece).
Way
The adoption of a strategy of "gender mainstreaming" for central
Public Administration has been passed by the Global Plane for Equality
, approved by the Portuguese government in 1997. The importance of such
strategies is underlined in the program of the XIV constitutional Government
which elect them between it's priority. This project therefore was created
from the necessity of such political strategy that could be applied and
concreted also on the local plane with the adoption of mainstreaming from
local authorities and with the involvement of these last initiatives that
contribute to an equality effective between men and women.
